Bureau of Prisons Transfers
The Bureau of Prisons has a procedure in place for administrative transfer requests. However, while a form is available to each inmate to request this, often times it takes compelling arguments and factors to have them approve this request. This is where NLPA can help.

Instate Transfers
State prisoners may need to apply for transfers to obtain necessary training/education, work, medication or to simply be in a facility closer to their families. Each state has a number of facilities capable of housing inmates from low classification levels to those higher. There may be qualifications to be met before an inmate can be placed in one facility as well. This is an area where NLPA can assist.

Interstate Compact Transfers
In the United States the state prison facilities may have interstate compact transfer agreements with other states to provide for an inmate who is being housed in one state to apply for and receive transfer to another state.
Obviously if an individual lives in a tristate area and is convicted of a crime in one state but has resided in another state all his life and has family in the other state, then it can create difficulty for the inmate to be visited by family but also to then have to serve their probation / parole time once release in that different state as well.
Under the Interstate Compacts, while it is possible for an inmate who is a prisoner in one state to be transferred to another state, this can only be accomplished if the receiving state has room in a facility that meets your security and custody level to accept that inmate. This is because virtually every state prison system is already significantly overcrowded with the result that very few states are willing to accept a prisoner from another state to be incarcerated within their prison system.
However, under the Interstate Compact, it is possible to do this by the exchange of a prisoner from a receiving state to the sending state. In other words, even though the housing state may agree to the request for a transfer, the transfer will not proceed without the approval of the requested receiving state.
In terms of the time frame involved with the processing of the prisoner transfer, if NLPA is hired to assist in this regard, we can complete the necessary documentation within weeks. NLPA will works with our clients in this regard to obtain the necessary factors meriting the request as well as documentation that may be needed to help support the request. Work Release / CTC / Halfway House Transfer Requests
NLPA can also assist in applying for prisoner transfers for purposes of being considered for a work-release program, short or long term halfway house placement or drug rehabilitation centers. The Second Chance Act has provided for some terrific new programs available to inmates.
